Mikel Neer, age 56, of Leesburg, passed away at 6:30 p.m. Wednesday, Feb. 17, 2016, in North Webster. He was born to Richard D. and Phyllis Jean (Grubbs) Neer in Columbia City, on Aug. 21, 1959.
