Syracuse Town Council Holds Special Meeting To Pass Resolution

Council members, from left, Bill Musser, Tom Hoover, Larry Martindale and Council President Paul Stoelting met in a special meeting to pass a resolution allowing the clerk-treasurer to pay the town’s bills during the public health emergency.

SYRACUSE — Four members of the Syracuse Town Council, Clerk-Treasurer Paula Kehr-Wicker, Town Manager Mike Noe and Police Chief Jim Layne met for a special town council meeting at 10 a.m. today, April 7.

With all wearing masks the short meeting was to approve the minutes from the March town council meeting and approve paying claims.

The council also approved Resolution 2020-03 which authorizes Kehr-Wicker to modify the hours town hall is open to the public, her own work hours and the hours of employees under her direct supervision.

The resolution also allows Kehr-Wicker to pay all routine claims and obligations without prior approval from the town council including employee salaries, bond payments, utility payments, insurance payments and other claims regularly and routinely incurred  and paid by the town.

The Syracuse Town Council’s regular April meeting is cancelled. The council may schedule special meetings of the council or executive sessions of the council if in its opinion such meetings would not cause a risk to the council, town employees or the general public.

Under the resolution the clerk-treasurer is also authorized to take any other steps to conduct the minimally required business of the town as advised by the town attorney.

This resolution is in effect unit the public health emergency terminates.
