Billy G. Kincaid, 70, Columbia City, passed away Tuesday evening, Jan. 5, 2016, at his home. Born Aug. 25, 1945 in Fillmore, Ky., he was the son of Billy W. Kincaid and Geneva (Barker) Kincaid.
