Robert E. Phend, 83, of South Whitley, Ind., passed away at 6 p.m. Tuesday, Nov. 13, 2012, in his residence. On Dec. 13, 1929, he was born in Columbia City, Ind., to Paul and Marie (Wysong) Phend.
