Richard E. Mangum Sr., 89, of Syracuse, Ind., passed away at the Maples at Waterford on July 22, 2013, in Goshen, Ind.  He was born on Oct. 8, 1923, in Evansville, Ind., to Robert and Nellie (Ulrey) Mangum.
