Drowning Victim Identified

KENDALLVILLE — The victim in Tuesday’s drowning at Bixler Lake, Kendallville, has been identified as Dwayne Sparkman, 52, Kendallville, according to a release by the Indiana Department of Natural Resources Law Enforcement Division.

Indiana Conservation Officer Matthew Maher arrested Christopher P. Carroll, 20, of South Whitley and Shanelle D. Byrer, 21, of Warsaw, on March 23, for possessing methamphetamine as well as precursors to produce methamphetamine.
