Elmer Rapp, 91, of Milford, Ind., passed away Friday, Sept. 27, 2013, in IU Goshen Hospital. He was born April 1, 1922, to Andrew and Louise (Stieglitz) Rapp. He married Norma Mason on Feb. 24, 1951, in Milford.
