WARSAW — During its regular monthly meeting Wednesday afternoon, Feb. 3, in Warsaw, the Kosciusko County Area Planning Commission considered a rezoning petition for Chad and Annie Zartman in Plain Township. It soon became apparent more than a rezoning was involved, though eventually the APC chose to focus only on the rezoning.
