INDIANAPOLIS — Indiana governor Eric Holcomb has signed into law measures expanding the state’s preschool pilot, and allowing local governments to establish their own needle exchange programs.

Betty Holcomb, 89, passed away at 1:26 a.m. Thursday, Dec. 18, 2014, at Lutheran Hospital, Fort Wayne.
