WARSAW — The Warsaw Redevelopment Commission initiated the acquisition process of properties on Market and Center Streets for construction of a senior living facility Monday afternoon, Feb. 3.

The commission passed a resolution and several appraisals to initiate the acquisition process of properties at 800 and 802 East Center Street; and 805 East Market Street. The Market Street block includes five lots known as 805 East Market Street.

The appraisals of the properties were administered by Dawson Appraisal, of Warsaw.

The property at 800 East Center Street was appraised at $192,000. The property at 802 East Center Street was appraised at $120,000.

The land at 805 East Market Street was appraised at $97,000.

Once acquired, the property will be used for the construction of a 72-unit affordable senior living facility, which will be located along East Market Street.

The city “will be acquiring and disposing of property to the benefit of the senior housing project on Market Street,” said Warsaw City Plan Director Jeremy Skinner.

The first step was to accept the appraisals of the properties on Center and Market streets. The adoption of the resolution allows the city “to acquire and dispose of those properties,” Skinner said.

The acquisition and disposal of the properties are the city’s “contribution that we agreed to sometime last year,” said Skinner. The city’s contribution to the senior housing project was funded through a housing grant from the state of Indiana.

The next steps in the senior housing project on Market Street, according to Skinner, includes running advertisements regarding the acquisition for the next month and a half. After a waiting period, the city will dispose of the properties. Afterword, construction will commence on the senior housing facility.

Skinner expects construction to begin sometime in the spring. He expects construction of the 72-unit, three-story facility to last roughly a year and a half.

Other business included:

• Warsaw Mayor Joe Thallemer swore-in Commissioner Mike Klondaris for a new term.

• The commission also approved an appraisal and resolution for the disposal of Lots 1, 2, 3 and 4 of the Waterworks Subdivision. The lots will factor into the Buffalo Street project, which includes plans for residential and mixed-use land development. The land disposal is part of an economic development agreement the city approved in May 2016.
• The commission approved an amendment relating to a wastewater lift station currently servicing the Phase II section of the Warsaw Technology Park near US 30. Currently, only one building, occupied by Greenmark Equipment Inc., utilizes the lift station. The amendment will allow the lift station to be upgraded as the technology park develops until the station is at full capacity.
