Winona Lake Holds Caucus For Ward 4

WINONA LAKE — Winona Lake Town Council Member Robert Swanson has moved out of the district, and has tendered his immediate resignation.

I, Michael L. Ragan, as Chairman of the Kosciusko County Republican Central Committee, and pursuant to IC 3-1-7 through 3-13-11, hereby give notice of a caucus to all eligible Precinct Committeemen to fill the vacancy in the elected office of the Winona Lake Town Council, Ward 4, Winona Lake.

Republican Precinct Committee members in Wayne Township Precincts 1, 3, 4, and 10 are eligible to vote.

The caucus will convene in the Winona Lake Council Chambers, 1310 Park Ave. Winona Lake at 7 p.m. Tuesday, Jan. 10, 2017.

Eligible members of the caucus, by statutory definition, are the Republican Precinct Committeemen of Winona Lake, who have served continuously, from thirty days prior to the date of the commencement of the caucus.

Pursuant to IC 3-13-11.5, a Republican Precinct Committeeman may designate the Republican Vice Precinct Committeeman who:  (1) is the Vice Precinct Committeeman for the Committeeman’s precinct, and (2) has been such continuously since thirty (30) days prior to the caucus, and (3) the Precinct Committeeman’s designation must be filed with the Chairman (at the address listed below) at least seventy-two (72) hours prior to the caucus, in order to have a Precinct Committeeman vote as the Precinct Committeeman’s  proxy. A proxy may not be revoked after it is filed.

Eligible members of the caucus, candidates, designated caucus staff, Republican Party Officials, duly appointed watchers, and members of the news media shall be eligible to attend the caucus.

The Winona Lake Town Council Ward 4 member shall be elected by secret ballot of the majority of members of the voting caucus to fill the vacancy in the office.

Declarations of Candidacy are available at the office of Kosciusko County Clerk of the Circuit Court, news 121 North Lake Street, Warsaw, Indiana, and must be filed with the Chairman (at the address listed below), no later than 72 hours prior to the commencement of the caucus at 7 p.m. Saturday, Jan, 8, 2017.

Eligible candidates will be allowed a maximum of three minutes to address the voting caucus.

I certify that I have mailed this notice, by first class United States Mail, to all precinct committeemen that are eligible to participate in this caucus at least ten days before the caucus.
