WARSAW — A judge has set down the parameters for a Warsaw woman to pay back the City of Warsaw for her role in a kickback scheme that gave favorable city contracts to an associate in the illegal operation.

Mildred Francis, 61, 317 W. Smith St., Warsaw, pleaded guilty and was sentenced in October to conspiracy to commit money laundering. The felony charge was entered as a class A misdemeanor as part of a plea agreement.
Francis was implicated in a plot by her now ex-husband, Lacy Francis, Jr., who served as Warsaw street superintendent and was accused and convicted of giving preferential treatment for contracting bids to Marc Campbell of Pro Form Pipe Lining Co. Mildred Francis’ role was similar to that of a chief financial officer and required her to find ways to launder the funds from the operation.
Mildred Francis, represented by Doug Lemon in Kosciusko Circuit Court on Wednesday, Dec. 12, appeared in a hearing to discuss her restitution order.
She appeared in front of Circuit Court Judge Michael Reed. Prior to the hearing, representatives from the City of Warsaw met with Francis and her attorney and agreed to the details of restitution.
Scott Reust, representing Warsaw, told Reed that Francis’ restitution amount is $333,732.88.
Francis is employed by the U.S. Postal service and Reust said her employer is in possession of a check for $35,449.74 and that check will be endorsed by Francis and applied toward the restitution. In addition, an insurance payment was made to Warsaw for $25,000 for Lacy Francis’ role in the crime and that amount will also be credited to Mildred Francis’ restitution.
She will also have $200 per week garnished from her paycheck.
