WARSAW — Multiple general nuisance complaints were addressed during the Department of Code Enforcement’s hearing held today, Oct. 16.

The first property addressed with multiple issues was 602 S. McClellan St., Warsaw, owned by Terrie and Dannie Davis. Dannie Davis attended the hearing. The property has had multiple abandoned vehicles, tires and tents permanently set up in the yard designating it a general nuisance. Small motor repair was also being done out of the residence, which is forbidden in an R-2 zoning district.

“I’ve done everything I’ve been asked to do at this point,” said Davis.

Davis stated he had removed six loads of scrap from the yard, but the city still wants more removed. Davis further blamed a relative as the person who keeps bringing more scrap to the residence.

“I’m concerned about what it is going to take to make sure that [the nuisance] doesn’t remain permanently,” said Hearing Officer Lawrence Clifford.

The issue was reset for the next hearing on Nov. 20. Davis was instructed to make sure his wife and relative also appeared at the hearing.

The residence at 504 W. Market St., Warsaw, owned by Carlos Chaves, was an additional nuisance hearing. The vacant house was purchased by Chaves around May 2016 with the intent to repair and sell the house. Since then, there have been several complaints regarding the yard not being mowed and broken windows.

Chaves explained that he is willing to just sell the house if needed. Clifford instructed him to get the windows repaired immediately and tear down or repair a leaning fence. The hearing was reset for Nov. 20.

No progress has been made at the 1422 E. Main St., residence owned by Stephen and Princene Moore. Stephen Moore was present at the hearing and advised city officials that he still plans on selling the house.

A contractor gave him a $2,500 estimate to fix the detached garage. City officials warned that this estimate seemed low and urged him to consider demolition. Moore was ordered to meet with an inspector and contractor about the repair work and start the work before the next hearing.

Officials also advised that an indoor inspection of the residence was recently conducted. The inspection showed rotted support beams in the basement of the house.

In other news:

• The property at 900 Country Club Road, owned by Josh Finch, is in code compliance. The civil penalty previously issued has been waived.
• Brad Elberly, the owner of 1627 Fishers Ave., Warsaw, was not present at the hearing. The property still has one abandoned vehicle and some general nuisance issues. The hearing was reset for Nov. 20, and any remaining vehicles were ordered to be towed.
