Redevelopment Commission Approves Proposed Budgets

WARSAW — The majority of the Redevelopment Commission meeting held on Monday, July 3, was spent approving proposed budgets for 2017 and 2018. City Planner Jeremy Skinner was present to explain the budgets.

The first budget reviewed was for the Northern TIF District. The current balance stands at $6,038,691 and is expected to fall to $5,501,028.75 in 2018. The big projects in this district are the 300N project and the start of phase II of the Technology Park.

The Technology Park District hopes to be up in revenue for 2018. The current balance is $353,407 with a projected balance of $436,407 in 2018. Projects in this district also include phase II of the technology Park along with various signage.

The Redevelopment General Budget acts as the operating funds for the commission. This fund allows for infrastructure projects throughout the city, including the Indiana Street streetscape this year. For 2018, $100,000 is set aside for future infrastructure projects such as sidewalk improvements.

The Eastern TIF District currently has the majority of its funds going towards the Husky Trail project. The big project in 2018 is the annexation of the airport industrial park. Currently, $450,000 of the budget is set aside for this project.

The Winona Interurban District has a significantly smaller budget than the other districts. Currently the budget has $30,661.17. Any money in the budget is being saved for projects that may pop up in regards to the Gatke project. No specific projects have been declared yet.

The Redevelopment Allocation Budget currently mainly consists of bond payments for the Buffalo Street project. The big difference in the 2018 budget is $400,000 for capital overlays. This money will go towards the plaza project on Buffalo Street.

Without many questions, the board approved the budget as presented. Rick Snodgrass thanked Skinner for the hard work associated with creating the budget. “I think you did a great job of presenting it,” he commented.

  • Various claims were approved.
  • The board was presented with the annual Orthoworx Report.
  • The board approved requesting funds through the Community Crossings Grant. The projects proposed included Silveus Crossing, Jalynn Street, Executive Drive, CR 300N and Polk Drive.
