LEESBURG — Modification of the Leesburg Town Hall Building was the main topic of conversation at the Leesburg Town Council meeting on Monday, Dec. 12.

The Leesburg Town Hall Building does not currently meet the requirements of the American Disability Act, which requires that all public buildings be accessible by people who have a disability.

At this time, the town council meetings can no longer be held in that building. Tom Moore, council president, stressed that the building cannot be used at this time. He stated that the first step in making the necessary changes would be to bring in architects and engineers who can explain what needs to be done. Larry Richey, councilman, raised the possibility of the building being decreed “historical,” which could potentially exempt it from being required to meet ADA standards.

Doug Jones, council vice president, questioned if they would be better off to change the council meeting venue and let that building sit empty or use it for storage. Jones stated that he feels there will be some opposition to modifying the building. Moore emphasized that if the changes are not made, “You can lock the door” because the building cannot be used as is.

No final decision on the building was made. The building will be a topic of discussion during the next meeting.

An additional topic of concern was related to the speed limit situation. After researching this, it was found that there is no ordinance in town supporting speed limits.

“Because the streets in town are residential, we can choose what we want for the speed limit and then draft an ordinance to support that and put up signs,” said Moore.

Jones states he feels all streets in Leesburg should be uniform and have the same speed limit. He feels that “25 is the magic number.” Richey disagreed, stating that 25 might be too fast in certain areas where there may be kids playing.

It was agreed that the issue could be put on the agenda for the January meeting, giving council members more time to mull this over before making a final decision.

Status of repairs at School Street and SR 15 was discussed. Jones announced that with the help of Scott Tilden from the county highway department, the repairs have been made and this situation has been taken care of.

Vern K. Landis, attorney, presented paperwork related to the 2017 salary ordinance. This ordinance was approved by council members.

In other news:

• Derek Tenney gave an update on the status of the backup sanitary sewer pump. Repairs have been completed.
• All plows and other snow equipment are working as needed.
• The town council thanked everyone who volunteered and participated in the annual candelaria.
• No parking is permitted on any street between 3-5 a.m.
• No burning is allowed in Leesburg.
• The next meeting will be held at 6:30 p.m. on Jan. 9.
