An Indiana family that cashed in a $2 million winning Hoosier Lottery ticket has been accused of fraud. Jackie Parsley II, his younger brother Joseph Parsley and Joseph’s wife Ashlee Campbell-Parsley were arrested April 22 in Putnam and Hendricks counties.

According to court documents, the winning ticket came from a roll of scratch-offs from the Parsley family’s liquor store that should not have been activated because the Hoosier Lottery had canceled the vendor contract for the business when it was sold. One of the brothers reportedly powered up a disconnected lottery machine to activate the tickets, as seen on security video seized in the investigation.

Prosecutors also claim that when Ashlee took the $2 million winning scratch off ticket to the Hoosier Lottery headquarters to cash it in last October, she gave false information about the date and time of purchase. As part of the ongoing investigation, detectives have the suspects on surveillance video cashing in a number of other scratch-offs at various locations in Plainfield, IN.

Under Indiana law, a Hoosier Lottery retailer or any relative living in the same household as the retailer may not buy a lottery ticket distributed to the retailer’s sales location. No retailer employee or relative in the same household may buy a lottery ticket at the location where the employee works, either.

All three face numerous felony charges, including corrupt business influence, false passing of a lottery ticket, theft, forgery and money laundering among others. They are each being held on $30,000 bond.
