Indiana Senate Holds Final HJR-3 Vote

The Indiana Senate is expected to hold a final vote today on a proposed constitutional amendment to further define marriage.

The proposal passed second reading last week, without divisive language dealing with civil unions and same sex partner benefits. That result is expected to keep the issue off the ballot this November. Also, one of the amendment’s biggest supporters, Senator Mike Delph (R-29), is planning what he calls a big announcement this morning at the Statehouse.

If the Senate approves the watered-down house joint resolution, the earliest it could potentially hit the ballots is 2016. A proposed amendment must receive approval from two legislatures in an unchanged form in order to be put to a referendum.
