The Kosciusko County Redevelopment Commission met on Thursday, Nov. 14. Among the topics discussed were bonds for the Trupointe project and the TIF fiscal plan.

The Trupointe project was started a little over a year ago. Trupointe, headquartered in Piqua, Ohio, is constructing a fertilizer and grain hub in Milford.

In addition to the facility’s construction, improvements to the infrastructure, roads and drainage are underway. Road improvements are necessary to accommodate the heavy equipment and trucks that will be accessing the facility.

Bonds were issued to fund the project. Trupointe purchased these bonds. It will rely on increased tax revenue from the industry it brings to the area to recoup its expenses.

There was a motion to accept resolution of theses bonds. It passed.

The area where Trupointe is building is currently a TIF district. The commission noted that another TIF district may be established east of the site towards Syracuse in the future.

Commissioner Henry DeJulia, who is also Syracuse town manager, presented a “generic” proposal of potential projects that TIF revenue may be applied to. The commission agreed that the proposal should be discussed further at future meetings.

DeJulia stated there should be $186,000 available in 2016, when the TIF district is supposed to expire.
